Alberta introduces patient-focused funding model for selected surgeries in public hospitals

Alberta has introduced a new surgery funding approach called patient-focused funding, which links hospital funding to the number and type of surgeries performed.

Initially rolled out last month in a dozen public hospitals, this model shifts away from traditional blanket budgets, setting a government-determined price for procedures such as knee, hip, and cataract replacements, as well as arthroscopic rotator cuff repairs.Some surgery prices are deliberately set below historical averages to encourage efficiency and cost savings.

Premier Danielle Smith has stated that this approach aims to foster competition among public and private surgical providers, ultimately reducing overall healthcare costs.The program is currently limited to public hospitals, but officials plan to extend it to private providers in future contract discussions.

Acute Care Alberta, the agency responsible for hospital oversight, will monitor the initiative during what it calls a “learning year,” tracking metrics such as readmission rates to ensure patient care quality is maintained.

There is potential for the model to expand to cover additional procedures over time, reflecting a broader effort to modernize hospital funding and improve efficiency in Alberta's healthcare system.
