Calgary council delays decision on free CTrain fare zone amid safety debate

Calgary city council has voted to delay any final decision on the future of the downtown free fare zone on the CTrain system, pushing the discussion to early 2027 as part of a broader review of transit fares.

The free fare zone, which has operated along 7 Avenue in downtown Calgary since 1981, allows passengers to ride within the core without paying a fare.

A recent city administration review recommended eliminating the zone, arguing that it could help address safety concerns on transit and potentially generate around $5 million annually in additional fare revenue.Officials suggested that these funds could be reinvested into improving transit safety and service levels. The proposal, however, faced strong debate at city hall. The motion to defer the decision passed by a 9–6 vote, reflecting a divided council.

Supporters of maintaining or at least delaying the change argued that more data and a comprehensive fare strategy should be developed before making a permanent decision.

Mayor Jeromy Farkas and several councillors expressed concerns that continued uncertainty about the policy could negatively affect transit planning and public confidence.Transit advocates and community groups have pushed back against the idea that removing the free fare zone would significantly improve safety. They argue that social disorder on transit reflects broader downtown issues rather than the existence of the fare-free area.

Some critics also warned that eliminating the zone could lead to unnecessary enforcement actions against vulnerable individuals simply moving through the downtown area.

City administration has also proposed exploring additional safety measures, including a potential downtown police station, which is now being studied in partnership with the Calgary Police Service.

However, officials noted that such a facility would require significant funding and is not considered a standalone solution to downtown safety challenges. The future of the free fare zone will ultimately be decided as part of Calgary Transit’s updated fare strategy review.
