The Commission on Elections (Comelec) in the Philippines has issued guidance for individuals who receive summons related to their voter registration applications.
These summons are issued by the Election Registration Board (ERB) when there are objections or oppositions filed against a person’s application to become a registered voter.
Once a summons is issued, it means that another party has challenged the eligibility of the applicant, and the ERB must hear both sides before making a final decision.The summons typically includes details such as a copy of the petition filed against the applicant and the schedule of the hearing.Comelec advises affected individuals to attend the ERB hearing to ensure their right to due process.
Applicants are encouraged to bring supporting documents that prove their eligibility as voters, such as valid government-issued identification cards and proof of residency in the area where they are registering.
The ERB is composed of the election officer as chairperson, along with the highest-ranking official of a public school and the local civil registrar as members.
Comelec also reminded that certain rules apply to the composition of the ERB, including disqualification of members who are related to incumbent officials within the fourth degree of consanguinity or affinity.
The poll body also outlined procedures for those who wish to challenge ERB membership, including filing petitions within specific deadlines and providing proof of service.
Additionally, under Comelec Resolution 11191 and Republic Act 8189, petitions for exclusion of voters are subject to strict timelines, especially near election periods.Comelec reported receiving over 5.4 million voter applications during the registration period from October 2025 to May 2026, with Region IV-A recording the highest number.
Although registration has officially closed, Comelec confirmed that the process will resume in February 2027 in preparation for the 2028 national elections.
The agency emphasized that attending hearings and complying with requirements is essential to ensure proper resolution of voter registration disputes.
