Complaint filed against former DBM chief Pangandaman over alleged irregular PhilHealth fund transfer

Former Department of Budget and Management (DBM) Secretary Amenah Pangandaman is facing a supplemental complaint before the Office of the Ombudsman over her alleged involvement in the controversial transfer of excess funds from the Philippine Health Insurance Corporation (PhilHealth) to the national treasury.The complaint, filed by Dr.

Tony Leachon, accuses Pangandaman of technical malversation, graft, and other administrative offenses linked to the handling and implementation of budget execution measures, including Special Allotment Release Orders (SAROs) and Notices of Cash Allocation (NCAs), during her tenure.

The allegations also cover the transfer of around P60 billion in PhilHealth excess funds, as well as P107 billion from the Philippine Deposit Insurance Corporation (PDIC).

According to the complaint, Pangandaman is being included as a respondent to the extent that she may have approved, authorized, or allowed budget-related actions tied to the questioned fund transfers.

The complainant argues that these actions formed part of a coordinated government mechanism that led to the movement of public funds to the national treasury.

The case builds on earlier complaints filed by Leachon against several high-ranking officials, including former Finance Secretary Ralph Recto and other former and current officials of PhilHealth and the Department of Health, all related to the same fund transfer controversy.

The issue gained further attention after the Supreme Court ruled that the transfer of P60 billion in PhilHealth funds was unconstitutional, declaring certain provisions of the 2024 General Appropriations Act and related issuances void due to grave abuse of discretion.The Supreme Court also ordered the return of the P60 billion through the 2026 General Appropriations Act.GMA News Online has sought Pangandaman’s comment regarding the complaint, but as of publication, no response has been released.

The Ombudsman is expected to evaluate the supplemental complaint alongside other related cases already filed concerning the alleged misuse and reallocation of public health funds.
