Defense Secretary Gilberto Teodoro Jr.emphasized the need to strengthen the Philippines' defense capabilities to protect its maritime rights in the South China Sea, particularly following the 2016 arbitral ruling.

He called for increasing defense spending to at least 4% of GDP to support military modernization and deter external threats, noting that the country's current average is only 1.5%.

Teodoro highlighted the importance of building a 'strong, capable, responsive, and deterrent defense system' through initiatives like the AFP’s Comprehensive Archipelagic Defense Concept.

He also stressed the need for public support in achieving these goals, as well as expanding patrols in key maritime areas such as the West Philippine Sea, Philippine Rise, and Pacific Ocean to prevent territorial claims by other nations.

The Philippines’ strategic position necessitates a robust defense posture, with Teodoro urging collaboration with like-minded countries to uphold international law and protect national interests.

Despite challenges in funding and resource allocation, he remains committed to enhancing internal deterrence mechanisms and ensuring the country’s maritime sovereignty for future generations.
