This facility aims to provide free, high-quality care for children and families from Regions I, II, III, and neighboring areas, reducing the need for long trips to Metro Manila or abroad.The hospital will implement programs like Zero Balance Billing and Yaman ng Kalusugan to ensure financial barriers do not prevent access to care.Marcos emphasized expanding PhilHealth benefits, including enhanced newborn care packages.

The project is part of a larger plan to develop specialty centers within the Clark Multi-Specialty Medical Complex, addressing healthcare disparities and supporting families' well-being.The initiative reflects the government's commitment to building a more equitable healthcare system for Filipinos.
