Tom Homan, President Donald Trump's former border czar, admitted during a July 2026 press conference that David Brouillette, an ICE agent implicated in the fatal shooting of Colombian national Johan Sebastián Guerrero in Maine on July 13, should never have passed vetting due to his alleged history of violent behavior.

Homan revealed that part of the ongoing investigation into the incident focuses on how the vetting process failed, following revelations from court filings that detailed Brouillette's past abuses.

These included incidents where he allegedly threw boiling water on his ex-wife while she held their daughter and pointed a gun at her during a shower.

CNN’s Dana Bash questioned Homan about Brouillette's qualifications, prompting the admission that someone with such a history should not have been cleared for ICE service.The shooting occurred amid broader scrutiny of ICE practices, as the agency suspended all traffic stops following two fatal incidents in a week.President Trump later called for reversing this policy change.
