The Katiba Institute has filed an urgent petition in Kenyan court to stop the planned establishment of a quarantine facility for American citizens and others exposed to Ebola or similar infectious diseases within Kenya.

The rights group names the Attorney-General and the Health Cabinet Secretary as respondents and seeks orders to halt the facility’s establishment, operation, or any arrangements with the United States or other foreign governments.

The petition also asks the court to bar entry of individuals exposed to Ebola under the proposed scheme and to compel the Health Ministry to provide a 24‑hour contingency plan detailing Kenya’s preparedness for Ebola prevention, surveillance, and response.

Additionally, Katiba Institute calls for full disclosure of all related agreements, negotiations, and assessments, including biosafety and security evaluations.

The filing argues that the proposal raises serious constitutional concerns around rights to life, health, fair administrative action, public participation, and parliamentary oversight.The matter underscores ongoing tensions around foreign involvement in Kenya’s public health responses and transparency in decision-making.
