Veteran legislator and former Albay governor Joey Salceda has been appointed as the head of the Presidential Legislative Liaison Office (PLLO) in the Marcos administration.

This role, which bridges communication between the executive and legislative branches, marks Salceda's return to the executive branch after a stint in Congress.The appointment was confirmed by Malacañang on July 21, 2026.

Salceda, who previously served as House Ways and Means panel chairman, will hold the rank of secretary, a promotion from his previous position as undersecretary under the previous PLLO chief, Adrian Bersamin.Bersamin resigned in November 2025 amid corruption allegations related to flood control projects.

Salceda's appointment comes after he lost the 2025 Albay gubernatorial race to Noel Rosal, though a one-year ban on appointing losing candidates expired in May 2026.His new role underscores his experience in legislative affairs and committee leadership, including oversight of appropriations and economic policies.This move is seen as part of Marcos' strategy to consolidate political influence and streamline inter-branch coordination.
