President Ferdinand Marcos Jr.has said that the proposal to lower the age of criminal liability in the Philippines requires further study, especially in light of recent violent incidents involving minors.

Speaking to reporters before returning to Manila from Vancouver, Marcos expressed uncertainty about whether lowering the age threshold would effectively address crimes committed by children.

He emphasized the importance of consulting child psychologists and reviewing data on children's mental health and social conditions before making any policy changes.

The President noted that modern children are exposed to different influences compared to previous generations, particularly through social media, which may affect their behavior and development.

However, he also questioned whether these changes necessarily justify lowering the age of criminal responsibility, which currently stands under Republic Act No.9344.Under this law, children aged 15 and below are exempt from criminal liability but are subjected to intervention programs instead.

In cases involving serious offenses committed by children aged 12 to 15, they are classified as neglected children rather than being placed in regular detention facilities.

The issue has resurfaced following several high-profile incidents, including a shooting at San Jose National High School in Tacloban City where two minors allegedly killed three students and injured several others.

The suspects were placed in a juvenile facility, reigniting debate among lawmakers and law enforcement officials about whether the current juvenile justice framework is sufficient.

While some officials, including earlier statements from Palace representatives, suggested openness to lowering the minimum age to around 12 years old, Marcos' latest remarks signal a more cautious approach.

He stressed that any decision must be based on careful study rather than immediate reaction to isolated cases, highlighting the need to balance accountability with child protection and rehabilitation principles.
