Nairobi City County has saved an estimated Sh8.48 billion over the last two financial years by reducing reliance on external law firms and strengthening its in-house legal department.

The County Assembly’s Justice and Legal Affairs Committee reported that shifting legal work to internal advocates cut costs and improved court case management.During the review period, the county concluded 174 court cases, with 84 handled by internal lawyers.Of these, 47 were won, giving a 56% success rate.The reforms allowed the legal team to handle more litigation at lower costs, addressing previous issues of high legal expenses.Governor Sakaja Johnson emphasized that this strategy will continue, freeing resources for public services and development projects.The move marks a significant turnaround after the county faced scrutiny over unpaid legal fees and high outsourcing costs.The savings highlight the benefits of building internal legal capacity, ensuring better financial control and service delivery.
