Fact-Check: Senator Lacson Did Not Call for Lowering Impeachment Vote Threshold in VP Sara's Trial

Jeremy Lotoc, who previously headed the NBI Cybercrime Division, testified before the Senate impeachment court as a witness for the House prosecution panel.
He explained that the documents mistakenly carried the date of November 6, 2024, when the intended date for the affidavit should have been December 11, 2024.
Senator-judge Imee Marcos questioned how the subpoena could have been dated before the NBI was formally directed to investigate the alleged threats on November 23, 2024.
Lotoc maintained that the incorrect dates were simply typographical mistakes and pointed out that the appearance dates of media representatives, including ABS-CBN personnel, were consistent with the actual investigation timeline.
However, the defence panel challenged this explanation, arguing that the repeated appearance of the same incorrect date in multiple documents, including the affidavit's footnotes and amended versions, suggested that the issue was more than a simple clerical error.
The exchange became part of the prosecution's presentation of evidence supporting Article IV of the Articles of Impeachment, which focuses on the alleged grave threats and assassination plot attributed to Vice President Duterte.The hearing highlighted questions about the accuracy and reliability of official investigative records while the impeachment proceedings continue.
