Sandiganbayan orders arrest and travel ban against Senator Jinggoy Estrada over alleged graft in flood control projects
The Sandiganbayan’s 2nd Division has issued an arrest warrant against Senator Jinggoy Estrada over a graft case linked to flood control projects, marking him as the highest-ranking incumbent official to face such charges.
Estrada is accused of one count of plunder and two counts of graft, with the Office of the Ombudsman revealing that over P573 million in illicit payouts were allegedly funneled to him through manipulated Department of Public Works and Highways (DPWH) projects in 2025.Other officials involved include former DPWH Secretary Manuel Bonoan, district engineers Manny Bulusan and Arturo Gonzalez Jr., and assistant engineer Denryl Caesar Cortuna. While graft charges are bailable, plunder is non-bailable, meaning Estrada may not be released on bail. The Department of Justice previously implemented a precautionary hold departure order barring Estrada and Bonoan from leaving the country.
Estrada may choose to surrender or be arrested by authorities, and upon arrest, he will undergo standard booking procedures before being detained at a facility designated by the Sandiganbayan, likely the New Quezon City Jail in Payatas.
This case is the fourth set of charges related to flood control corruption to reach the courts, following cases against former officials and contractors, including former senator Bong Revilla.
