The Special Investigating Unit (SIU) has frozen two luxury properties owned by former Passenger Rail Agency of South Africa (PRASA) CEO Tshepo Lucky Montana, as part of an investigation into a controversial R5.6 billion ISAMS rail security contract.

The SIU secured a preservation order from the Special Tribunal, preventing Montana from selling or transferring the assets until civil recovery proceedings conclude.The properties, valued at over R15 million, are linked to transactions involving Siyangena Technologies, a subsidiary of TMM Holdings.

Investigators traced funds used to purchase the Hurlingham and Waterkloof properties through complex financial networks tied to the ISAMS contract, which was initially awarded for upgrading train stations ahead of the 2010 FIFA World Cup.The SIU alleges that Montana’s legitimate income cannot account for the property acquisitions, highlighting discrepancies in financial records.The tribunal has ordered Montana to appear on 11 August 2026 to address the preservation order.This case is part of a broader SIU probe into PRASA’s maladministration and corruption allegations under Proclamation R.153 of 2024.
