Six men have been arrested for allegedly bidding on construction projects in the fire-ravaged Palisades neighborhood of Pacific Palisades without proper contractor licenses, according to Los Angeles County prosecutors.

The group, consisting of Luis Perez Silva, Antonio Herman Perez, Santiago Ismael Mejia Urena, Jecil Cruz-Herrera, Raymond Joshua Castorena, and Luis Mateo Perez Lopez, advertised their services online following the 2025 Palisades fire.Investigators from the California Contractors State License Board discovered their unlicensed bids totaling up to $1.27 million for construction work.Authorities allege the men operated without licenses and faced potential penalties including prison time and fines.Los Angeles County District Attorney Nathan Hochman warned that hiring unlicensed contractors poses risks like fraud and unsafe construction.Five of the men face up to three years in prison, while Castorena, who has a prior strike offense, could receive up to six years.The case highlights concerns about labor justice and the dangers of unregulated construction work in disaster-affected areas.
