Tanzania launches investor drive for redevelopment of Msasani and Sinza urban areas

The Government of Tanzania has officially started a major initiative to attract investors for the redevelopment of Msasani and Sinza areas in Dar es Salaam, aiming to modernise deteriorating urban settlements and improve land use management systems.

The announcement was made in Parliament during the presentation of the Ministry of Lands, Housing and Human Settlements Development budget for the 2026/27 financial year.The ministry has been allocated Sh210.26 billion, with a significant portion directed towards development projects under the Land Re-adjustment Programme.

Authorities explained that the redevelopment plan is guided by the 2000 National Human Settlements Development Policy, which supports upgrading unplanned and degraded urban areas by providing better infrastructure and social services.The government has identified 111 degraded settlements nationwide covering over 24,000 hectares for redevelopment.

In Dar es Salaam, initial work has already begun in the Makangira-Msasani area in Kinondoni, where land data collection and ownership identification have been completed.This process is important for assessing resident conditions, asset valuation, and planning fair redistribution of redeveloped properties.In Sinza, Ubungo Municipality, a draft redevelopment plan has been completed and consultations with residents and stakeholders are ongoing.The plan proposes mixed-use developments with building heights ranging from two to 20 floors depending on land capacity.

The Minister for Lands, Dr Leonard Akwilapo, encouraged private investors and citizens to participate in these opportunities, assuring that no land will be confiscated during implementation.

He also noted that Tanzania continues improving its investment climate through better land allocation systems, having approved over 333 investment land applications covering more than 45,000 hectares between July 2025 and May 2026.

Additionally, the government is strengthening land administration through new offices and digital systems to improve service delivery and enforce proper land use.The broader goal is to promote urban transformation, attract investment, and support sustainable city growth across Tanzania.
