Tanzania launches major housing expansion and land dispute reform plan

Tanzania has rolled out a wide national strategy aiming to solve long-standing land disputes while also speeding up the delivery of affordable housing across the country.

The initiative is backed by more than 210 billion Tanzanian shillings and is designed to improve land security and raise living standards, especially for low and middle-income citizens.The Minister for Lands, Housing and Human Settlements Development, Dr.Leonard Akwilapo, presented the plan in Parliament in Dodoma during the 2026/2027 budget session.He explained that land conflicts have been a major challenge affecting farmers, pastoralists, investors, and conservation areas.The government strategy follows instructions from the Prime Minister, Dr.Mwigulu Nchemba, who directed key institutions to develop long-term solutions for land conflict management.Progress has already been recorded, with authorities resolving 5,573 land disputes by mid-May.Out of these, 3,183 cases were handled through land clinics while 2,390 were solved via administrative procedures.The ministry now aims to resolve at least 4,000 more cases in the upcoming financial year.Leaders and citizens have been urged to strictly follow land laws to prevent future disputes.The government has also returned over 3.13 million acres of land to citizens and paid compensation worth 95.27 billion shillings in 14 affected areas.Work continues in hundreds of villages, with expansion planned to more communities in the next financial cycle.On housing, the National Housing Corporation will launch new affordable housing projects in Kigamboni (Dar es Salaam), Morogoro, Dodoma, and Mwanza.These are part of wider efforts including the Samia Housing Scheme, which targets 5,000 houses worth 466 billion shillings.The government is also planning 800 additional housing units across multiple regions.

To strengthen land administration, the ministry will survey 500,000 plots and 500 farms, while also updating village boundaries in cooperation with local authorities and development partners.The overall goal is to reduce disputes, improve planning, and increase access to decent housing nationwide.
