CBC to restructure over 700 government training institutions under UNNATI initiative

The Capacity Building Commission (CBC) is currently leading a major structural transformation of more than 700 training institutions across India that are responsible for training government employees.

According to CBC chairperson S Radha Chauhan, this initiative is being implemented under the Unified New-Age National Training Institutions (UNNATI) programme.

The effort follows a detailed mapping exercise in which the CBC analysed the roles of public servants across more than 90 ministries and departments of the Government of India and aligned capacity-building plans accordingly.

The initiative aims to bring together over 700 independently functioning training institutions onto a single digital platform to encourage collaboration, resource sharing, and continuous improvement.As per the CBC, many of these institutions previously operated in isolation despite sharing similar objectives.

Through UNNATI, institutions will be able to share infrastructure such as studios and conference halls, pool faculty and subject matter experts, and exchange training modules and knowledge resources.The platform is also expected to provide data-driven insights to improve efficiency and training quality.

Chauhan highlighted that only a small proportion of public servants, in some states as low as three per cent annually, receive formal institutional training.

She also noted that many government employees complete their careers without structured training due to resource constraints in training institutions.

The UNNATI portal aims to address these gaps by improving utilisation of existing resources and expanding access to training across all levels of government.The CBC has already accredited more than 210 institutions under its National Standards for Civil Services Training Institutions (NSCSTI) framework.However, the focus is now shifting beyond accreditation towards continuous improvement, which is central to UNNATI.

The broader reform aligns with Mission Karmayogi, launched in 2020, which seeks to build a future-ready civil service rooted in Indian values and citizen-centric governance.The onboarding of all institutions onto the UNNATI platform is expected to be completed by the end of June.
