The Department of Education (DepEd) has initiated the nationwide recruitment of 10,000 School Counselor Associate I positions to enhance mental health services in public schools.This move follows the issuance of Order No.019, s.2026, which adopts qualification standards for these roles under Republic Act No.12080.
Schools Division Offices (SDOs) with approved staffing plans are now directed to fill entry-level positions using the Agile Gateway for Appointments and Placements (AGAP) System, enabling digital application processes.Physical assistance kiosks are also being set up for applicants with limited digital access.
Education Secretary Sonny Angara emphasized that these counselors will address students' daily mental health and psychosocial needs, complementing existing guidance counselors.The law provides a career progression pathway from School Counselor Associate I to V, with opportunities to advance to higher roles.
Applicants must hold a bachelor’s degree in Guidance and Counseling, Psychology, or related fields, along with Career Service Professional eligibility.This initiative is part of the government's implementation of RA 12080, aiming to strengthen school-based mental health services for learners.
