DMW Revives Graft Charges Against Former OWWA Chief Arnell Ignacio

The Department of Migrant Workers (DMW) has formally requested the Office of the Ombudsman to reconsider its dismissal of graft complaints against former Overseas Workers Welfare Administration (OWWA) Administrator Arnell Ignacio.Despite the Ombudsman filing a charge of usurpation of official functions related to a P1.4-billion property deal, the plunder allegations were dismissed.

DMW Secretary Hans Leo Cacdac filed a motion for reconsideration on July 17, citing that Ignacio allegedly executed a property sale without OWWA Board approval, leading to significant financial loss for the government.

The transaction exceeded the Land Bank of the Philippines' appraisal by P198 million, resulting in direct harm to public funds and undue benefits to private parties.DMW argued that the swift processing of the deal in 2024, with payments released days before the sale's execution, further exacerbated the issue.Additionally, the demolition of condominium units allegedly plundered at least P97 million in government resources. The case highlights concerns over mismanagement and potential corruption within OWWA operations.
