DA requests investigation into alleged irregularities in eThekwini soup kitchen programme
Dr Sandile Mnguni, CFO of eThekwini Municipality, has publicly addressed concerns regarding his wife Slindile’s employment at the municipality and her role on the Bid Evaluation Committee (BEC).He emphasised that her hiring was based purely on merit and that he had no involvement in her recruitment or approval.Slindile reports to a deputy director in the Expenditure Directorate, and Mnguni insists that there has been no conflict of interest.
Addressing prior allegations, Mnguni denied that a counter-offer from Airports Company South Africa influenced her salary, and clarified that she was never on Task Grade 13, meaning any vehicle allowance allegations were unfounded.
He also responded to concerns about the Finance Department’s demographics, noting that the department meets the municipality’s employment equity and transformation targets, with African employees representing 60% of his office.
Mnguni rejected claims of favouritism or undermining senior staff, explaining that he maintains a structured management approach with regular executive finance team meetings to ensure transparency and collective decision-making.No complaints regarding his management style have been received by the municipality.
