Kochi Corporation to Redefine Biomedical Waste Subsidy with Direct Benefit Transfer

The Kochi Corporation plans to implement a direct benefit transfer system for subsidizing biomedical waste collection, aiming to ensure only eligible beneficiaries receive financial support.Currently, the Corporation pays ₹28 per kilogram for waste treatment, while users contribute ₹12 per kilogram.The subsidy is remitted to Kerala Enviro Infrastructure Ltd (KEIL), which treats part of the waste.However, the Corporation intends to end its agreement with KEIL due to their proposed ₹36 per kg rate hike, which is deemed unfeasible.Instead, they will expand the capacity of two incinerators at Brahmapuram operated by Raidco Kerala Limited from 3 tonnes to 5 tonnes.The Corporation also plans to mandate registration in the My Kochi app for waste collection, enabling better tracking of beneficiaries.

In the future, the Corporation may directly collect biomedical waste from households using its own fleet and treat it at its facility, reducing reliance on private players.The civic body spends ₹8.

50 crore annually on waste treatment through agencies like Aakri and Suchigo, suspecting these agencies may include waste from neighboring local bodies.

A new 20-tonne treatment facility under Public Private Partnership is expected to handle waste from surrounding areas, preventing dumping within Corporation limits.

Additionally, the Corporation approved a ₹20 per kg rate for sanitary waste collection, with ₹12 from users and ₹8 as subsidy, requiring existing agencies to match this rate.
