A criminal and administrative complaint has been filed against Andrew Gerard Montelibano, a board member of Negros Occidental, over his alleged involvement in an illegal online cockfight operation.

The charges were initiated by the Negros Island Region police special operations group, which discovered the operation during a manhunt for a wanted individual in Barangay Alicante, E.B.Magalona.The complaints were submitted to the Office of the Ombudsman on July 20, 2026, as part of the legal process.

Montelibano, who previously denied any ties to the illegal operation, stated he has not yet received a copy of the complaints and remains willing to cooperate with authorities.The case highlights the enforcement of laws against illegal gambling activities, particularly those conducted online.Authorities emphasize that the filing of complaints does not equate to guilt, underscoring the importance of due process.This incident reflects broader efforts to combat organized crime and illegal betting networks in the region.
