PPAA Resolves Most Procurement Appeals, Boosts Transparency in Tanzania's Public Spending

The Public Procurement Appeals Authority (PPAA) has resolved 96.7% of procurement appeals filed during the 2025/26 financial year, demonstrating efforts to enhance accountability and ensure value for money in government spending.

Out of 60 appeals received, 58 were resolved within the legally mandated timeframe, with the remaining two carried over to the current financial year.

This achievement underscores Tanzania's commitment to digitalizing public procurement, as highlighted by PPAA's collaboration with the Public Procurement Regulatory Authority (PPRA) to develop the Complaints and Appeals Module within the National e-Procurement System of Tanzania (NeST).The module, operational since February 2025, allows stakeholders to submit and track complaints electronically, reducing administrative delays.PPAA has trained 2,600 procurement stakeholders, including 1,907 bidders and 705 public officials, to effectively use the system. The initiative aims to improve transparency, streamline dispute resolution, and ensure fair allocation of government resources.

During the Dar es Salaam International Trade Fair, PPAA is also educating stakeholders on procedures for handling procurement-related disputes, such as debarment appeals and enforcement of decisions. These measures are critical for maintaining integrity in public procurement and delivering value to citizens.
