Senator Leila de Lima of the Mamamayang Liberal (ML) party-list has filed House Bill No.10042, adopting Senator Francis Pangilinan's Senate Bill No.719, to establish a Magna Carta for Young Farmers.

The bill seeks to create mechanisms and policies that encourage youth participation in agriculture, including the formation of a National Young Farmers Council and Roadmap.It provides assistance in education, farm planning, market access, legal services, affordable farmland, technology, credit, and capital.Concerned agencies must inform young farmers about policies and funding opportunities.The measure also strengthens land rights through tax exemptions and supports sustainable farming practices via model farms.De Lima emphasized the need to prioritize local production over imports due to global trade disruptions and rising prices.

She cited declining agricultural workers and low incomes as reasons for youth leaving the sector, urging concrete solutions in upcoming government addresses to achieve food security.
