Parliament Committee Finds Serious Governance Failures in SAPS Amid Cartel Infiltration Claims
The Special Investigations Unit (SIU) is probing a corruption case at Tembisa Hospital where a stolen ID was allegedly used to divert funds and acquire property.
Oscar Nobungwana, 33, reportedly registered a company using the ID of a family acquaintance and received almost R8 million from businessman Stefan Joel Govindraju, who is alleged to have orchestrated the looting of R2 billion from the hospital.Nobungwana's mother, Nkosazana, worked in the hospital’s supply chain and vetting committee, allegedly channelling over R10.8 million in contracts to Govindraju’s firms in exchange for kickbacks.Many of these companies did not meet regulatory standards.The SIU has frozen Nkosazana’s R1.8 million pension and a R6.3 million mansion in Centurion bought by her son with the misappropriated funds.The investigation confirmed the ID victim was unaware of the transactions and has no connection to the property.Nobungwana is also linked to Amatibe Holdings and Mabitwa Trading, which received kickbacks from Govindraju.
The probe identified irregular payments of around R596 million to hospital suppliers and about R100 million to officials, constituting possible undue gratification.
The SIU referred evidence of criminal conduct to the National Prosecuting Authority, and the preserved assets may be used to compensate the state if wrongdoing is confirmed.
