Supreme Court directs nationwide integration of all emergency helplines into single 112 number within three months

The Supreme Court of India has issued a significant directive mandating that all States and Union Territories integrate their existing emergency and ambulance helplines into a single unified emergency number, 112, within a strict timeline of three months.

The order was passed by a bench comprising Justices J K Maheshwari and A S Chandurkar, which emphasised that the right to timely trauma care is an essential component of the fundamental right to life under Article 21 of the Constitution.

The court observed that emergency response systems in the country require a comprehensive and uniform structure to ensure quick and efficient medical and disaster assistance.

The bench directed that helpline numbers such as 100, 101, 108, 102, 1033, 1091 and other similar emergency contact services must be fully integrated into the 112 system, ensuring a seamless single-point access for citizens in distress.

The court also instructed that States and UTs undertake widespread public awareness campaigns to promote the use of the 112 emergency number so that citizens are well-informed about the unified system.

Additionally, the Supreme Court stressed the need for a functional grievance redressal mechanism under the Good Samaritan laws to protect and encourage individuals who assist accident or trauma victims.

It further highlighted that systemic improvements are necessary, including standardised first-aid training, stronger public awareness initiatives, and better coordination mechanisms across agencies.

The Union government, through the health ministry and the Ministry of Road Transport and Highways, has been permitted to formulate a medical rescue protocol for trauma cases within three months.Once issued, all States and UTs will be required to operationalise the protocol within an additional three-month period.The court’s directions aim to strengthen India’s emergency response infrastructure and ensure faster medical intervention in critical situations.
