Attorney General defends former land registrar over irregular cancellation of War Memorial Hospital lease in Nakuru
Cecil Ouma, a political mobiliser, was allegedly shot dead during an incident involving a bodyguard attached to Youth Affairs Principal Secretary Fikirini Jacobs in Nairobi.
According to witness accounts, the shooting occurred on Tuesday, July 1, along Park Road shortly after the PS had left a youth engagement event in Kariokor.
The incident reportedly unfolded inside or near the PS’s official vehicle during a traffic jam, when an altercation broke out involving the group Ouma was travelling with.
A key witness, Willie Maina, stated that they heard gunshots and rushed to the scene, where they found Ouma seriously injured near the perimeter of Park Road Primary School.
He rejected claims made by the PS’s security team that the youths were attempting to loot the vehicle, insisting they were legitimate youth leaders who had attended a government programme.
The witness maintained that the group had been participating in a National Youth Council-related event aimed at engaging young people on development issues.
Ouma’s family has also disputed the circumstances surrounding his death, saying the confrontation stemmed from dissatisfaction over a KSh 10,000 transport reimbursement given to the group. They allege that Ouma returned to the vehicle to address the issue when the situation escalated. The family further claims he suffered three gunshot wounds, including injuries to the arm and chest.
Authorities confirmed that seven individuals attached to the PS had recorded statements with police, although no arrests had been made at the time of reporting.Ouma’s body was taken to the mortuary as investigations continued, with a post-mortem examination scheduled to establish the exact cause of death.
The incident has sparked public outrage, with calls for accountability, IPOA intervention, and demands for the PS to step aside to allow independent investigations.
