China’s Zero-Tariff Policy for African Exports Requires Stronger Production and Trade Capacity to Deliver Long-Term Benefits

China’s decision to eliminate tariffs on goods imported from all 53 African countries with which it has diplomatic relations is being viewed as a major step in strengthening economic cooperation between China and Africa.

The policy, which took effect on May 1, is expected to give African exporters wider access to the Chinese market and support economic growth across the continent. However, experts argue that tariff-free access alone will not be enough to transform African economies.

The article highlights that many African countries still rely heavily on exporting raw materials and face persistent challenges such as limited industrial capacity, weak infrastructure, high logistics costs, trade deficits, and difficulties meeting international quality standards.

While the new policy could increase exports and improve incomes for farmers and small businesses, these benefits will only be realised if countries strengthen production capacity, maintain quality standards, and ensure reliable supply chains.

Discussions at a Beijing seminar on China-Africa cooperation emphasized that the initiative should support industrialisation, value addition, and greater participation of African countries in global value chains.

Analysts believe the policy could stimulate trade growth in the short term, encourage industrial upgrading and investment in the medium term, and create deeper economic integration between China and Africa over the long term.

The article also notes that Africa must improve regional trade coordination, harmonise customs procedures, and make better use of the African Continental Free Trade Agreement.

China has introduced measures such as simplified customs procedures, certificates of origin support, green lanes at ports, and streamlined quarantine systems to facilitate African exports.

Ultimately, the success of the zero-tariff initiative will be measured by its ability to create jobs, reduce poverty, strengthen local industries, and promote sustainable economic growth across Africa.
