The House of Representatives Ad Hoc Committee investigating the activities of the Presidential Foreign Investment Promotion Council (PFIPC) has summoned the National Security Adviser (NSA), Nuhu Ribadu, and the Minister of Foreign Affairs, Ambassador Bianca Odumegwu-Ojukwu, to appear before it and explain the actions taken after the council was reportedly found to be unknown to the Federal Government.

The investigation followed allegations linked to the supposed Director-General of the council, Prince Adeniyi Adeyemi, who claimed he paid ₦400 million through a proxy to secure his appointment and alleged that the Chief of Staff to the President requested 48 per cent of the agency's proposed ₦27.3 billion take-off grant.The Chief of Staff denied the claims and filed a ₦15 billion defamation suit.

During the hearing, the Permanent Secretary of the Ministry of Foreign Affairs told lawmakers that the ministry never recognised the PFIPC as a government agency and rejected several requests from Adeyemi after identifying inconsistencies in the documents he presented.

He explained that the ministry sought clarification from the Office of the National Security Adviser, which confirmed that neither Adeyemi nor the PFIPC was recognised by the Federal Government.Lawmakers questioned why no further action or formal communication was made after that confirmation.

The committee also criticised the absence of the Minister of Finance, Taiwo Oyedele, rejecting the ministry's representative for arriving without the requested documents.

The lawmakers insisted the minister must appear personally, stressing that invitations from the National Assembly are backed by Sections 88 and 89 of the Constitution and are not optional.

The committee warned that any ministry, department or agency that fails to appear without lawful justification could face measures to compel compliance as it continues its investigation into how the alleged council secured budget allocations, staff approvals and office space despite questions over its legitimacy.
