Rajya Sabha leader Derek O'Brien has written to Prime Minister Narendra Modi, urging him to convene an all-party meeting to discuss the government's proposed delimitation legislation and amendments to the Foreign Contribution (Regulation) Act (FCRA).

In his letter dated July 19, 2026, O'Brien highlighted concerns over the government's handling of critical bills, citing issues like the Jammu and Kashmir Reorganisation Bill, which was introduced without proper consultation.He warned that the proposed FCRA amendments could undermine NGOs and educational institutions by granting excessive executive control.

Opposition parties, particularly from southern states, fear delimitation based on post-2026 population data might reduce their parliamentary representation despite effective population control.

The Centre maintains no final decision has been made on delimitation procedures, which are tied to the constitutional freeze until after the 2026 census.

Critics argue the FCRA changes could tighten oversight over NGOs and charities receiving foreign funds, though the government claims they aim to enhance transparency.
