Audit reveals irregularities in KSh 69 million Kiambu Town bursary allocations

The Auditor General has raised serious concerns over the management of KSh 69.3 million bursary funds in Kiambu Town Constituency under the National Government Constituencies Development Fund (NG-CDF).

The audit report covering the financial year ending June 30, 2025, highlighted multiple irregularities in how the funds were allocated and documented.

According to the findings, there were cases of duplicate bursary awards, missing admission numbers for beneficiaries, and payments made to learners in institutions that did not qualify under the bursary guidelines.The report also pointed out that some funds were disbursed to primary school pupils, despite government policy providing for free primary education.

Auditors further established that the required Education Bursary, Mock Examinations and Continuous Assessment Tests Committee had not been properly constituted.This committee is mandated to vet bursary applications and ensure transparency in distribution.

In addition, there was no evidence of proper vetting, as application forms lacked signatures from key officials and meeting minutes were not provided for review.

The audit also revealed that KSh 1 million was allocated to special schools, but many listed beneficiaries did not have disability registration numbers, making it impossible to verify eligibility.Another KSh 757,000 worth of bursaries lacked proper admission records, raising concerns about whether the funds reached genuine students.Duplicate admission numbers and overlapping records further complicated verification of payments amounting to tens of thousands of shillings.

Due to these inconsistencies, the Auditor General concluded that the regularity and validity of the entire KSh 69,319,500 bursary expenditure could not be confirmed.

The report has triggered scrutiny over oversight mechanisms within the constituency’s NG-CDF management and raised broader concerns about accountability in public education funding.
