Tanzania Proposes 62.3 Trillion Shilling Budget to Strengthen Domestic Revenue and Reduce Dependence on External Funding
The Government of Tanzania is set to table its national budget for the 2026/27 financial year, amounting to Sh62.3 trillion, marking a significant milestone as the first budget aligned with the National Development Vision 2050.
The budget presentation is scheduled for June 11, 2026, in Parliament in Dodoma, in line with East African Community guidelines requiring member states to present budgets on the second Thursday of June.According to Finance Minister Ambassador Khamis Mussa Omar, the proposed budget represents an increase of nearly 10 percent compared to the Sh56.49 trillion approved for the 2025/26 financial year.Out of the total budget, Sh46.
8 trillion is expected to be raised through domestic revenue collection, reflecting the government’s strong emphasis on internal resource mobilization.
The Minister highlighted that the budget is designed to accelerate economic transformation, create employment opportunities, attract investment, and improve overall citizen welfare.
Priority sectors include continued construction of the Standard Gauge Railway (SGR), expansion and rehabilitation of road infrastructure, improvement of water supply systems, investment in energy projects, and strengthening human capital development through skills training and education. The budget process also included extensive consultations through tax reform task forces and advisory committees, which generated 727 recommendations.Of these, 125 were fully adopted, 121 were modified, and 295 were rejected after evaluation.
Analysts note that Tanzania’s increasing reliance on domestic borrowing remains a concern, especially as domestic debt has more than doubled since 2020, rising from Sh14.73 trillion to Sh38.45 trillion.
The International Monetary Fund has previously warned that excessive domestic borrowing may pose risks to financial stability and repayment capacity, particularly for banks and pension funds holding government securities. The budget is therefore closely watched for potential new taxes and fiscal strategies aimed at balancing development needs and debt sustainability.
